JAXPORT WINS THE 2016 ABC EIC PROJECT OF THE YEAR AWARD

Dana B. Kenyon Company received top honors for the Intermodal Container Transfer Facility (ICTF) for Jacksonville Port Authority (JAXPORT) which included the complete design, permitting and construction on a fast-track schedule.  The ICTF is a vital component in the Intermodal Transportation Systems to realize JAXPORT as a “Global Cargo Gateway.”

The new facility provides current and future customers with enhanced intermodal connections, including direct access to CSX rail lines, and provides the U.S. Interstate System with the ability to load and unload cargo at this particular location.  This facility allows JAXPORT to be more competitive in becoming a regional gateway for cargo bound for cities like Atlanta, Memphis, and Chicago, with its’ unique location near Interstate 10 and Interstate 95.

The Team’s innovative design-build approach provided the Owner with quality, structure, methods, communication patterns, business philosophy, and systems to deliver the JAXPORT ICTF in the most economical and practical manner.  A structured partnering process was created with an executive leadership group, from early procurement stages, to create the optimum environment to collaborate and exchange critical ideas to exceed the expectations of JAXPORT as wells as other important stakeholders.   

Dana B. Kenyon Company’s Team, which included TRANSYSTEMS as their design partner, successfully delivered an innovative, sustainable and cost-efficient facility to JAXPORT, their employees, and their communities.  This project was built on a foundation of trust, mutual respect and commitment between the entire design-build team. Their partnering approach, coupled with the application of today’s finest construction technology, delivered value that resulted in a one-of-a-kind solution that JAXPORT and the community can be proud of.

Scope of Work

The project included a new ICTF, the relocation of Dames Point Road (DPR), and relocation and addition of CSX owned tracks serving adjacent property owned by other stakeholders.  The project was constructed in two concurrent phases: Phase 1 - the relocation of DPR along with utility relocations, and the railroad tracks to CertainTeed and CEMEX property; and Phase 2 - construction of the (ICTF).

The project consisted of site development and construction of the seven (7) track rail yard utilizing two (2) wide-span diesel rubber tire gantry (RTG) cranes; an access road into and throughout the facility with security control; roller compacted concrete (RCC) pavement areas (including the access roadways, parking at the terminal and container stacking areas); stormwater ponds and drainage; utilities; construction of an administration building; landscape and erosion control.  Both the DPR relocation and the CSXT track work onto the CertainTeed Facility and CEMEX yard required completion before the start of the major portion of the ICTF work.

Many Stakeholders and Regulatory Agencies including JAXPORT, CSX Transportation (CSXT), Army Corps of Engineers (ACOE), Florida Department of Environmental Protection (FDEP), City of Jacksonville (COJ), and Jacksonville Electric Authority (JEA), which were coordinated through the multiple reviewing authorities for the project design, permitting, and construction phases. Thorough collaboration with JAXPORT and the Dana B. Kenyon Team provided effective external communication and coordination to all stakeholders and regulatory agencies that were essential to the successful execution of the design-build process.
