Your company is invited to submit a bid proposal for the WAVE Streetcar project located in Fort Lauderdale, Florida. 

The scope of the project includes:  Final design and construction of the Guideway, Traction Power, Overhead Contact System (OCS), Train Control and Communications Systems, Vehicle Maintenance and Storage Facility (VMSF), Traffic Signaling System, Bascule Bridge Retro-Fit to incorporate Streetcar Guideway, including; mechanical and electrical systems, major utility adjustments/relocations, civil, structural, roadway, and the integration, testing, and commissioning work required for a fully functional streetcar system.

Dana B. Kenyon Company is submitting a proposal to construct Station Platforms and VMSF to our client who is pursuing this project.

Dana B.  Kenyon Company’s proposal is to include the Station Platforms and VMSF that consists of site work and building scopes of work to complete 14 Streetcar Station Stops and a 32,000 SF Vehicle Maintenance & Storage Facility to support a 2.8 mile electrical streetcar system. 

PROJECT DESCRIPTION OF WORK

Streetcar Station Stops

The Design-Build Firm shall design and construction station stops in compliance with the requirements of RFP Attachment G, Transit Criteria, and RFP Attachment V, Streetcar Station Stop Details.  Generally, each station stop shall have a shelter, benches, real-time passenger information signs, trash receptacles, bike racks and other site furnishings.

The platforms provide ADA compliant level boarding access (platform boarding area and vehicle floor height equal) to the floor of the streetcar.  The station platforms are proposed to be 80 feet long, from approximately 10 to 20 feet wide, and have a ramp at one or both ends, depending on the adjacent conditions.

Layover and rest room facilities will be available for streetcar operators only at the southern terminus stop at South 16th Street and South Andrews Avenue.

Vehicle Maintenance and Storage Facility (VMSF)

The Design-Build Firm shall design and construct a Vehicle Maintenance and Storage Facility (VMSF) on the property owned by the Department adjacent to the Florida East Coast railroad corridor.  The VMSF shall be designed to accommodate daily and routine inspections, maintenance, on-car repairs, and interior/exterior cleaning of the streetcars to be performed at the VMSF.  The facility will also serve as a storage and component change-out location.  The facility is intended as a light maintenance facility with minor component rebuild, truck overhaul and minor machine shop capabilities.  Major machine shop work and sheet metal work may be performed at another location as an outsourced function.  The VMSF will house the following functions, at a minimum.

 

  • ·        Streetcar storage for 12 vehicles (with room to maneuver)
  • ·        Train operator report area
  • ·        Operator and maintenance training
  • ·        Streetcar service and inspection
  • ·        Streetcar interior and exterior cleaning
  • ·        Streetcar air-conditioning, current collector and resistor unit repair
  • ·        Fare collection (FC) equipment repair, storage and inspection
  • ·        Traction electrification system (TES) service and inspection
  • ·        TES overhead service and inspection
  • ·        Facilities maintenance
  • ·        System wide parts storage
  • ·        Streetcar operations administration
  • ·        Streetcar maintenance administration
  • ·        Central Control
  • ·        Electronic component repair
  • ·        Communications equipment repair, storage and inspection
  • ·        Storage of streetcar maintenance-of-way (MOW) materials
  • ·        Car Wash
  • ·        Employee parking
  • ·        Locker rooms
  • ·        Training rooms
  • ·        LAN Room for all communications

CONSTRUCTION SCHEDULE: 

  • VMSF Facility will start August 2018 and will be completed by November, 2019
  • Streetcar Station Stops will start May, 2018 and be completed by April, 2020 

The VMSF, as described in the RFP and all RFP attachments is intended to service the future expansion of the WAVE Streetcar system.  The Department has established several priorities in the form of bid alternatives to implement the project and VMSF improvements.

BID ALTERNATIVES

Bid Alternative 1 (Priority No. 1)

Includes the design and construction of all of the work described in the RFP and all RFP attachments (full build-out)

Bid Alternative 2 (Priority No. 2)

Includes all of the work described in Bid Alternative 1 as defined in the RFP and RFP Attachments, except the work associated with the design and construction of the following elements:

1.     Wheel Truing Machine
·        Do not furnish and install the wheel truing machine.  Note:  This item will only remove the wheel truing machine.  All related and required infrastructure design and construction work, including, but not limited to, the maintenance pit, electrical, and other structural work shall remain as part of Bid Alternative 2.

2.     Photo-Voltaic Electrical Power System·        Do not furnish and install a Photo-Voltaic Electrical Power System.  Exclude all the required infrastructure, appurtenances, and connections for the Photo-Voltaic Electrical Power System.

3.     SE 3rd Avenue Bridge Tongue and Jaw Locks – NOT APPLICABLE 

4.     PLC Monitoring as part of the Integrated Bridge Control System on the SE 3rd Avenue Bridge – NOT APPLICABLE 

5.     Decorative Paving at all Station Platforms
·        Substitute the station platform decorative concrete surface finish with standard concrete pavement with broom finish in accordance with FDOT Standard Specification and ADA requirements.

6.     Automated Vehicle Location (AVL) Systems – NOT APPLICABLE 
 
7.     Landscaping along the Alignment – NOT APPLICABLE 

8.     Full Build-Out of 2nd Floor Office Space
·        Do not construct the full build-out of the 2nd floor office space.

Bid Alternative 3 (Priority No. 3)

Includes everything in Bid Alternative 1 as defined in the RFP and RFP Attachments, reduced by Bid Alternative 2 and further reduced by the following items:

1.     The VMSF Yard and Loop Track
·        The design of the VMSF yard track shall provide for storage and operations for the fleet size of twelve (12) streetcar vehicles; however, the construction of the yard shall provide storage and maximize operations for the five (5) initial streetcar vehicles. 

·        Do not include the VMSF loop track connecting the yard track at the south end of the VMSF on West 18th Court to two proposed tracks on SW 18th Street, including the new crossover configuration depicted in Figure I-4.

2.     VMSF Building 3rd Service Bay
·        Do not construct the VMSF Building 3rd Service Bay.

3.     Power Switch Machines Alignment – NOT APPLICABLE 

4.     Power Switch Machines / VMSF – NOT APPLICABLE

This is an FDOT design/build project that will consist of confidential documents that will only be shared with subcontractors and suppliers that have committed to providing a proposal to Dana B. Kenyon Company. 

All subcontractors and suppliers committing to provide a proposal must fill out, execute and return the project Confidentiality Agreement.
